Environmental Scientist-Project Manager


FLSA Status: Exempt

Reports to:   Environmental Program Manager


Position Summary:


Seeking a Project Manager with a minimum of 5 years of experience in environmental consulting/project management to lead and coordinate all required federal, state and local environmental regulatory compliance and permitting activities primarily for clients in the oil and gas industry.


Responsibilities include, but are not limited to:

  • Conducts environmental research; writes documents; evaluates potential impact of projects; devises mitigating measures; responsible for research and preparation of NEPA documents.
  • Conduct field work, impact analysis, report preparation, and business development related to NEPA and related technical studies.
  • Create cost estimates and track project budgets in accordance with company procedures.
  • Interface with clients and make public presentations to agency decision-making bodies.
  • Perform agency consultation and ensure environmental regulatory compliance.
  • Preparation of NEPA documents, such as Categorical Exclusions, Environmental Assessments (EA), Environmental Impact Statements (EIS), and related Notices and Records of Decision.
  • Prepare responses to comments received during public environmental review.
  • Review and interpret planning studies and/or preliminary design plan sets or concepts.
  • Prepare project permit applications to various federal, state, and local agencies.
  • Compile and manage files on projects and their deliverables.
  • Participation in client and/or agency project meetings.
  • Site visits and participation in field data collection.•     Conducts regulatory permitting.
  • •     Conducts regulatory compliance oversight and monitoring.
  • •     Conduct biological resource assessments, species surveys, and wetland delineations & jurisdictional determinations.
  • Conducts restoration, habitat management, mitigation monitoring.
  • Oversee and train junior staff on NEPA and other planning/environmental requirements.

Knowledge, Skills, and Abilities:

  • Knowledge and ability to implement and interpret applicable federal, state, and tribal environmental regulations.
  • A solid understanding of the principles and practices of environmental and permitting compliance from a local, state, and federal level.
  • Working knowledge of data repositories and ability to collect desktop data for NEPA analyses with minimal oversight.
  • Demonstrated leadership ability and management experience.
  • Ability to work effectively as part of a collaborative team of multidisciplinary professionals.
  • Ability to work independently and prioritize workload to meet project deadlines.
  • Exceptional technical writing and verbal skills.
  • Ability to represent and speak publicly at various community meetings on client’s behalf.
  • Proficiency in Microsoft Office (Word, Excel, and PowerPoint) with excellent writing skills.
  • Detail oriented with strong organizational skills.
  • Ability to handle multiple tasks and meet deliverables.
  • Sound documentation, recordkeeping, and problem-solving skills.
  • Strong map reading skills.
  • Ability to travel to remote sites in extreme weather utilizing a company vehicle.



  • Position is mostly office in nature but can require long hours and periods of extended walking, hiking, and standing in uneven, rocky terrain. Exposure to wind, rain, snow and other elements. Some overnight travel may be required.


Education and Experience:

  • B.S. in Biology, Environmental Science or related discipline with at least 5 years’ relevant experience as environmental consultant/permitting specialist in a progressively responsible role.
  • Thorough knowledge and understanding of principles, practices, and methods applied to successfully manage NEPA programs and data reporting requirements.


Special Qualifications:

    • Clean driving record;
  • Ability to pass pre-employment, random, and post-accident drug screening as applicable;


  • Ability to pass criminal background screen as applicable for certain clients.
