HRL Compliance Solutions, Inc., owns and operates a remote controlled CME 55LC Track Mounted Drilling Rig (If we use a hyperlink here again I want it to go to a picture of our rig, not the manufacturer, maybe the picture attached?) for conducting and performing subsurface investigations. HRL also works in unison with other drilling contractors where deeper and more aggressive drilling procedures are required. Investigations and drilling services include the drilling of boreholes for soil sampling, groundwater sampling, monitor well installation, remedial action installation for in-situ remediation technology, and geotechnical analysis.

The CME 55 track mounted rig is equipped for solid and hollow stem auger, ODEX, air rotary, coring, and direct push drilling capabilities. This allows HRL to provide complete turn-key services from characterizing a release to remediation. Since its inception, HRL has built a strong reputation regarding health and safety issues pertaining to subsurface investigations and maintenance activities.

Since 2006, HRL has completed over 10,500 subsurface borings at numerous private sector and government facilities with no failure incidents. We are very proud of our record. At HRL, we believe that the safety of our employees and the employees of companies we work with must be top priority.



Our professional staff are exceptional in their knowledge and detail when performing investigations related to subsurface investigations. HRL has performed hundreds of site characterizations and subsurface investigations at oil and gas operational facilities, commercial facilities and industrial locations. These investigations verify if there are soil impacts resulting from liquid petroleum or chemical releases associated with storage tank overflows, leaks, pipeline or connector leaks, pits, and an array of other industrial concerns. HRL Drilling Services also drills and installs monitor wells, remediation ports and equipment for in-situ remediation projects.

HRL’s geotechnical drilling services are utilized to evaluate if a site will be suitable for planned construction activities. HRL conducts geotechnical drilling for building contractors, engineering firms, and commercial interests. Geotechnical drilling is often an important aspect of permitting for construction activities, and the HRL drilling rig and professional staff are capable of performing these services to accommodate a wide range of permitting requirements.

Site Inspection

HRL has completed hundreds of stormwater compliance investigations with turn-key solutions encompassing vegetation monitoring, noxious weed monitoring, and BMP mapping within ArcGIS databases maintaining compliance with for:

  • Oil and Gas operations – well pads, compressor facilities, transfer stations, storage yards, pipeline right-of-ways, laydown yards, and other facilities.

Reclamation Plans

HRL has assisted with environmental oversight of approximately 4000 miles of Pipeline Right-of-Way reclamation in ecosystems ranging from semi-arid desert to subalpine conifer forest, as it relates to commercial, transportation, industrial, well as the reclamation of drilling, completion, production and storage locations related to oil and gas development.

From the drafting and implementation of the reclamation plan to oversight of reclamation activities in the field, HRL’s professional staff incorporates a scientific approach by designing appropriate soil amendments, seed mixes, and surface stabilization to suit the local ecosystem while maintaining a beneficial relationship with land owners and managers.

Air Emissions and Compliance

HRL provides comprehensive air quality services including permitting, compliance with state and federal regulations, emissions calculations and database development, self-audits, and assistance during compliance inspections by regulators. HRL has been managing waste programs and overseeing the proper treatment, storage, and disposal of regulated waste since 1997. Since 2002, HRL has been providing environmental and regulatory permitting services for various development industries, including transportation, construction, mining, municipalities, recreation and oil and gas. HRL can assist your company with all of the surveys and permits required for regulatory and environmental compliance.

HRL specializes in guiding and representing our clients through NEPA processes, city and county land use development of federally-required plans, including SPCCs, and navigating surface use requirements on state, federal, and tribal lands. HRL has several certified wetland scientists on staff determining US Army Corp of Engineers (USACE) and any applicable state and/or county jurisdictional waters on a variety of projects. Wetland scientists delineate, survey, and stake all potential Section 404 Clean Water Act concerns onsite prior to permitting and proposed construction. Detailed reports and maps are provided to the client allowing for a quick and professional documentation and presentation to the regulatory agencies as required. HRL’s Field Services program is a highly experienced and versatile team of professionals that assist in the design and field application of environmental regulations. They specialize in several industries including: Wildlife Protection, Waste Management, Remediation, and Stormwater. HRL’s team is the premier provider of the leading method for industrial compliance with the Migratory Bird Treaty Act (MBTA) in the United States. The installation of netting has proven to be the most efficient deterrent, as well as most cost-effective method for preventing harm or death to migratory birds and small mammals as it relates to large areas of contamination. Approved by U.S. Fish and Wildlife Service (USFWS), HRL’s design has been recognized as a best management practice (BMP) for municipalities and the Oil and Gas and mining industries and is the most widely accepted prevention and protection choice for industrial applications. Our team provides full wildlife and MTBA compliance products and services including the design, fabrication, and installation of:

Thermal Imaging

Our thermal sensors are able to detect surface temperatures from -40°F up to 320°F within a 0.2°F

margin of error. With this level of precision, we are able to detect leaks, heat loss, surface ventilation and a host of other possibilities. Our coverage area for these projects can range anywhere from a few feet to several miles to fit the scope of your project.

Volumetric Data

Utilizing several flights at different phases of the project, we are able to calculate how much soil or hazardous

material has been leveled, removed, or replaced to provide near exact volume data.
